A TikTok Shop Partner (TSP) is a service company that TikTok has approved and lists in its own partner directory. That badge tells you TikTok vetted the company's paperwork and tracks its results. It does not tell you the price, and on the first page of TikTok's US directory every partner says "Contact for price." Here is what the program is, what partners get, when a TSP, a project agency or your own team wins, and the year-one math at three sizes.
Short answer
Hire an official TikTok Shop Partner (TSP) when you want a full team to run LIVE selling, affiliates and ads every day, and you can afford a retainer or a share of sales. TikTok's US directory lists 434 partners, and all 12 on its first page say "Contact for price." Hire a project agency such as Evolve Media Agency when you need the shop built and handed over: Shop Launch Setup $995, Creator Program Build $795, LIVE Show Kit $595, GMV Max ads (TikTok's automated shop ads) $995 a month, no share of sales. Go in-house once TikTok sales cover a full-time salary.

TikTok runs a sign-up hub called TikTok Shop Partner Center. Its homepage says it is built for "developers, talent agencies, and service partners" and that partners "provide professional e-commerce services to sellers and creators." There are three kinds of partner: Seller Service (agencies that work for brands), Creator Service (agencies that work for creators), and developers who build apps for the TikTok Shop App Store.
When this page says TSP, it means a Seller Service partner: a company that runs some or all of a brand's shop. To join, TikTok lists four steps: register an account, provide your entity information, select a category with supporting details, and submit the application. TikTok reviews it. Partner Center does not publish a revenue or results threshold for approval, so we do not repeat the ones you see on agency blogs.
Sellers find approved partners in TikTok's TikTok Shop Partners directory. On October 22, 2026, the US directory showed 434 companies, filterable by four service types: shop management, LIVE management, short video management and seller affiliate management (running your creator program). It also filters by tiers and badges, which TikTok assigns.
Partner Center lists six things: seller support tools, API and app guidance, creator management tools, technical support, campaign support and reporting tools. In plain terms, a TSP gets a TikTok contact, early access to campaigns, and a dashboard that can manage many shops at once.
TikTok's seller-side page promises lower operational costs, help scaling with shoppable content and creators, flexible services where you "manage data access," and access to e-commerce specialists. You send a partner request from inside Seller Center and can limit what the partner sees.
Every ranking block on Partner Center carries this line: "The ranking does not imply TTS' endorsement." It also says TikTok Shop "is not a party to your agreement with any Partner." Your contract, your fee and your recourse are between you and the partner, exactly as with any agency.
TikTok does not set or publish TSP fees. Each directory listing has a price range field; all 12 partners on the first page, sorted by most popular, showed "Contact for price." Fees are negotiated with each partner and can be a monthly retainer, a share of GMV, or both. GMV means gross merchandise value: total sales through your shop before fees and refunds.
Daily or near-daily LIVE sessions need hosts, a set, and someone watching the dashboard during the stream. Partners such as Sellery, MomentiQ and Outlandish describe LIVE results on TikTok's own pages. We do not run LIVE shifts, so if that is your growth plan, a LIVE-focused TSP is the better pick.
Partners get campaign support from TikTok. If your category relies on mega sales events and you want someone with a TikTok contact pushing your products into them, that access is the main thing a badge buys.
Setting up the shop, the catalog, the creator program and the first ads is a defined job with an end. Paying a share of every future sale for work that happens once is the most expensive way to buy it. Our TikTok Shop launch guide covers the steps if you would rather do it yourself.
Your images, video and listing copy exist. The job is adapting them for TikTok, wiring up the catalog, and building a creator program. That is a few weeks of work, priced as a project.
Once TikTok sales are steady and large enough that a 10% share would exceed a salary, one or two hires usually cost less than a partner and keep the creator relationships inside your company.
If your best-selling LIVE sessions star you or a team member, no outside partner can replace that. Hire a producer and an affiliate manager, not a TSP.
Every number below is a labeled example, not a quote. TSP fees are not published, so the share-of-sales column uses 10% plus $10,000, the low end of TikTok's own reported managed-service pilot, as a stand-in, with the $10,000 treated as a one-time year-one fee. A real TSP might charge a retainer instead, or both. The in-house column uses the $78,600 example cost above. The Evolve column is all three one-time packages ($995 + $795 + $595 = $2,385) plus twelve months of GMV Max management ($995 × 12 = $11,940), which is $14,325.
Two costs sit outside all three columns and you pay them no matter who runs the shop: creator affiliate commissions, which you set per product in Seller Center, and the ad spend TikTok bills you. Our TikTok Shop fees guide covers TikTok's own referral fees.
TikTok Shop rewards products that show well fast: a visible result, a demo, a reaction. If yours needs a long explanation, test with a handful of creator videos before paying anyone to build a program around it.
Creators expect a commission on every sale, and TikTok takes its referral fee. If your margin is thin after those two (our TikTok Shop profit calculator shows what each order nets), a partner fee on top will push you into loss on every order.
TikTok Shop scores sellers on shipping time and cancellations. If fulfillment is not ready, a partner will drive orders into late shipments and account warnings. Fix fulfillment first.
Sales on TikTok depend on the product, creators and the algorithm. A guaranteed GMV number is either set so low it is meaningless or tied to spending your money on ads to hit it.
Write down whether you want the shop built, creators recruited, LIVE run, or ads managed, and the number you will judge it by. Without that, any of the three models will drift.
Ask for the directory listing. The four US service types are shop, LIVE, short video and affiliate management. A partner approved for affiliates only may still sell you LIVE.
Retainer, share of GMV, or both. If it is a share, is it of gross sales or net of refunds and cancellations? Does it include sales from your own ads and your organic posts, or only sales they drive?
Your affiliate creators live in your Seller Center, but the partner's staff may hold the actual relationships. Ask what is handed over and how.
TikTok lets you control what a partner sees. Give the least access that does the job, and know how to remove it.
TikTok does not set these. Ask whether there is a minimum term; a year with a share of sales is a different deal from month to month.
If LIVE is in scope, get the number of sessions, the hosts, and where the studio is.
Ask for a sample report and which one number they will be judged by: GMV, return on ad spend, or new creators posting.
