[01] TikTok Shop: Who Should Run It

TikTok Shop Partner, Agency or In-House: Which One Should Run Your Shop?

A TikTok Shop Partner (TSP) is a service company that TikTok has approved and lists in its own partner directory. That badge tells you TikTok vetted the company's paperwork and tracks its results. It does not tell you the price, and on the first page of TikTok's US directory every partner says "Contact for price." Here is what the program is, what partners get, when a TSP, a project agency or your own team wins, and the year-one math at three sizes.

Short answer

Hire an official TikTok Shop Partner (TSP) when you want a full team to run LIVE selling, affiliates and ads every day, and you can afford a retainer or a share of sales. TikTok's US directory lists 434 partners, and all 12 on its first page say "Contact for price." Hire a project agency such as Evolve Media Agency when you need the shop built and handed over: Shop Launch Setup $995, Creator Program Build $795, LIVE Show Kit $595, GMV Max ads (TikTok's automated shop ads) $995 a month, no share of sales. Go in-house once TikTok sales cover a full-time salary.

[02] What a TSP Actually Is

The TikTok Shop Partner Program, From TikTok's Own Pages

Disclosure: We are Evolve Media Agency and we wrote this comparison. We sell TikTok Shop setup, creator and ads services at fixed prices, so we have a stake in the answer. We are not a TikTok Shop Partner. Every fact about the TikTok Shop Partner program comes from TikTok's own partner pages, checked Oct 22, 2026 and linked below. The one fee figure from outside TikTok's site is a press report, labeled as one. Our prices are exact and come from our pricing page. Nobody on this page pays us.

TikTok runs a sign-up hub called TikTok Shop Partner Center. Its homepage says it is built for "developers, talent agencies, and service partners" and that partners "provide professional e-commerce services to sellers and creators." There are three kinds of partner: Seller Service (agencies that work for brands), Creator Service (agencies that work for creators), and developers who build apps for the TikTok Shop App Store.

When this page says TSP, it means a Seller Service partner: a company that runs some or all of a brand's shop. To join, TikTok lists four steps: register an account, provide your entity information, select a category with supporting details, and submit the application. TikTok reviews it. Partner Center does not publish a revenue or results threshold for approval, so we do not repeat the ones you see on agency blogs.

Sellers find approved partners in TikTok's TikTok Shop Partners directory. On October 22, 2026, the US directory showed 434 companies, filterable by four service types: shop management, LIVE management, short video management and seller affiliate management (running your creator program). It also filters by tiers and badges, which TikTok assigns.

What TSPs get from TikTok

Partner Center lists six things: seller support tools, API and app guidance, creator management tools, technical support, campaign support and reporting tools. In plain terms, a TSP gets a TikTok contact, early access to campaigns, and a dashboard that can manage many shops at once.

What you get as the seller

TikTok's seller-side page promises lower operational costs, help scaling with shoppable content and creators, flexible services where you "manage data access," and access to e-commerce specialists. You send a partner request from inside Seller Center and can limit what the partner sees.

What the badge does not mean

Every ranking block on Partner Center carries this line: "The ranking does not imply TTS' endorsement." It also says TikTok Shop "is not a party to your agreement with any Partner." Your contract, your fee and your recourse are between you and the partner, exactly as with any agency.

What it costs

TikTok does not set or publish TSP fees. Each directory listing has a price range field; all 12 partners on the first page, sorted by most popular, showed "Contact for price." Fees are negotiated with each partner and can be a monthly retainer, a share of GMV, or both. GMV means gross merchandise value: total sales through your shop before fees and refunds.

[03] Side by Side

TSP, Project Agency and In-House: Price, Scope, Fit and Contract

Official TikTok Shop Partner

PriceNot published by TikTok. All 12 first-page directory listings say "Contact for price." The only published GMV-share figure tied to TikTok is its own reported managed-service pilot: a $10,000 flat enrollment fee (billing schedule not reported) plus 10% to 20% of each sale by category. That is TikTok, not a TSP, but it shows where share-of-sales pricing sits. Quote only.
What is includedDepends on the service types the partner lists: shop management, LIVE management, short video, affiliate management. Larger partners run daily LIVE sessions with their own hosts and studios.
Who it fitsBrands already selling on TikTok that want a team to run it every day, especially LIVE selling, and can pay a monthly fee or give up a share of sales.
ContractSet by each partner. TikTok is not a party to it. Ask for the term, notice period, and what happens to your creators and content when you leave.

Project agency (Evolve)

PriceExact and published: Shop Launch Setup $995, Creator Program Build $795, LIVE Show Kit $595, GMV Max ads management $995 a month. No percentage of GMV. Paid 100% upfront.
What is includedThe shop built and approved, a creator affiliate program set up, a repeatable LIVE format your team can run, and GMV Max campaigns managed monthly. We do not run daily LIVE shifts or host streams.
Who it fitsAmazon and Shopify brands, roughly $1M to $10M a year, adding TikTok Shop and wanting it built correctly once, then run by their own people.
ContractFixed-price projects. Ads management is billed monthly. Not a TikTok Shop Partner.

In-house team

PriceA salary plus benefits. Example assumption only: a $55,000 salary times about 1.43, the Bureau of Labor Statistics ratio of total compensation to wages for private employers (June 2026), is about $78,600 a year for one TikTok Shop manager. Your local market may differ.
What is includedWhatever one person can cover: listings, creator outreach, samples, a few LIVE sessions a week, and ads, usually with uneven depth across all five.
Who it fitsBrands where TikTok sales already cover the salary several times over, or where the founder or a team member is the on-camera face.
ContractEmployment. Slowest to start, but you keep every creator relationship and every lesson.
[04] When Each One Wins

Pick the Model That Matches the Job

A TSP wins when LIVE selling is the plan

Daily or near-daily LIVE sessions need hosts, a set, and someone watching the dashboard during the stream. Partners such as Sellery, MomentiQ and Outlandish describe LIVE results on TikTok's own pages. We do not run LIVE shifts, so if that is your growth plan, a LIVE-focused TSP is the better pick.

A TSP wins when you want TikTok campaign access

Partners get campaign support from TikTok. If your category relies on mega sales events and you want someone with a TikTok contact pushing your products into them, that access is the main thing a badge buys.

A project agency wins when the shop does not exist yet

Setting up the shop, the catalog, the creator program and the first ads is a defined job with an end. Paying a share of every future sale for work that happens once is the most expensive way to buy it. Our TikTok Shop launch guide covers the steps if you would rather do it yourself.

A project agency wins when you already sell on Amazon or Shopify

Your images, video and listing copy exist. The job is adapting them for TikTok, wiring up the catalog, and building a creator program. That is a few weeks of work, priced as a project.

In-house wins when TikTok is already a large channel

Once TikTok sales are steady and large enough that a 10% share would exceed a salary, one or two hires usually cost less than a partner and keep the creator relationships inside your company.

In-house wins when the founder is the show

If your best-selling LIVE sessions star you or a team member, no outside partner can replace that. Hire a producer and an affiliate manager, not a TSP.

[05] The Math at Three Sizes

Year-One Cost at $10K, $50K and $200K a Month in TikTok Sales

Every number below is a labeled example, not a quote. TSP fees are not published, so the share-of-sales column uses 10% plus $10,000, the low end of TikTok's own reported managed-service pilot, as a stand-in, with the $10,000 treated as a one-time year-one fee. A real TSP might charge a retainer instead, or both. The in-house column uses the $78,600 example cost above. The Evolve column is all three one-time packages ($995 + $795 + $595 = $2,385) plus twelve months of GMV Max management ($995 × 12 = $11,940), which is $14,325.

Two costs sit outside all three columns and you pay them no matter who runs the shop: creator affiliate commissions, which you set per product in Seller Center, and the ad spend TikTok bills you. Our TikTok Shop fees guide covers TikTok's own referral fees.

$10,000 a month in TikTok sales ($120,000 a year)

Share of sales (10% + $10,000)$12,000 + $10,000 = $22,000
Evolve, all four packages$14,325, or $2,385 if you run ads yourself
In-house (example salary)$78,600, about two-thirds of sales
ReadAt this size, a salary does not pay back and a share of sales is a large slice. Build it once and run it yourself.

$50,000 a month ($600,000 a year)

Share of sales (10% + $10,000)$60,000 + $10,000 = $70,000
Evolve, all four packages$14,325
In-house (example salary)$78,600
ReadClose to the crossover. A share-of-sales partner now costs about $8,600 less than a hire. If LIVE is driving the sales, a TSP may earn it. If affiliates and ads are, a hire or a project agency costs less.

$200,000 a month ($2.4M a year)

Share of sales (10% + $10,000)$240,000 + $10,000 = $250,000
Evolve, all four packages$14,325, but a three-person agency is not enough capacity at this size
In-house (example salary)$78,600 per hire; plan on two or three
ReadA share of sales is now very expensive. Most brands this size build a team, or move a TSP to a flat retainer with a written scope.
Worked example, labeled as such: at $50,000 a month, 10% of sales is $5,000 a month. The same $5,000 a month is $60,000 a year, which is $18,600 less than the $78,600 example cost, or $8,600 less once the $10,000 flat fee is added. Change the share to 15% and the partner costs $90,000 plus $10,000. Run your own number before any call.
[06] When to Hire None of Them

When You Should Not Pay a TSP, an Agency or a New Hire

Your product does not sell in a 30-second video

TikTok Shop rewards products that show well fast: a visible result, a demo, a reaction. If yours needs a long explanation, test with a handful of creator videos before paying anyone to build a program around it.

Your margin cannot carry creator commissions

Creators expect a commission on every sale, and TikTok takes its referral fee. If your margin is thin after those two (our TikTok Shop profit calculator shows what each order nets), a partner fee on top will push you into loss on every order.

You cannot ship fast and reliably

TikTok Shop scores sellers on shipping time and cancellations. If fulfillment is not ready, a partner will drive orders into late shipments and account warnings. Fix fulfillment first.

Someone guarantees GMV

Sales on TikTok depend on the product, creators and the algorithm. A guaranteed GMV number is either set so low it is meaningless or tied to spending your money on ads to hit it.

You cannot name the job

Write down whether you want the shop built, creators recruited, LIVE run, or ads managed, and the number you will judge it by. Without that, any of the three models will drift.

[07] On the Call

Seven Questions to Ask a TSP or an Agency

1

Are you an approved TikTok Shop Partner, and under which service types?

Ask for the directory listing. The four US service types are shop, LIVE, short video and affiliate management. A partner approved for affiliates only may still sell you LIVE.

2

What is the fee, in writing?

Retainer, share of GMV, or both. If it is a share, is it of gross sales or net of refunds and cancellations? Does it include sales from your own ads and your organic posts, or only sales they drive?

3

Who owns the creator relationships when we part ways?

Your affiliate creators live in your Seller Center, but the partner's staff may hold the actual relationships. Ask what is handed over and how.

4

What data access will you need?

TikTok lets you control what a partner sees. Give the least access that does the job, and know how to remove it.

5

What is the term and notice period?

TikTok does not set these. Ask whether there is a minimum term; a year with a share of sales is a different deal from month to month.

6

Who runs the LIVE sessions, and how many hours a week?

If LIVE is in scope, get the number of sessions, the hosts, and where the studio is.

7

How do you report, and what number do you own?

Ask for a sample report and which one number they will be judged by: GMV, return on ad spend, or new creators posting.

[09] FAQ

TSP vs Agency Questions

What is a TikTok Shop Partner (TSP)?
A service company TikTok has approved through TikTok Shop Partner Center and lists in its seller-facing partner directory. Seller Service partners offer shop management, LIVE management, short video management and affiliate management. On October 22, 2026, the US directory listed 434 companies.
Is a TSP better than a regular TikTok Shop agency?
Not by default. TikTok's own pages say its ranking "does not imply TTS' endorsement" and that TikTok is not a party to your agreement with a partner. A TSP gets TikTok tools, a contact and campaign support, which matters most for LIVE selling and sales events. For a one-time build, a project agency is usually cheaper.
How much does a TikTok Shop Partner charge?
TikTok does not publish TSP fees, and all 12 partners on the first page of its US directory showed "Contact for price" on October 22, 2026. Fees are negotiated as a retainer, a share of GMV, or both. The only published share-of-sales figure tied to TikTok is its own reported managed-service pilot: a $10,000 enrollment fee plus 10% to 20% per sale.
How do I hire a TSP?
Browse TikTok's TikTok Shop Partners directory, filter by service type, and send a partner request from inside Seller Center. Before accepting, get the fee, term and data access in writing from the partner, because TikTok is not a party to that contract.
When should I run TikTok Shop in-house?
When TikTok sales are large and steady enough that a share-of-sales fee would exceed a salary, or when the founder or a team member is the face of your LIVE sessions. In our labeled example, the crossover sits around $60,000 a month in TikTok sales.
Is Evolve Media Agency a TikTok Shop Partner?
No. We sell four fixed-price TikTok Shop packages: Shop Launch Setup $995, Creator Program Build $795, LIVE Show Kit $595 and GMV Max ads management $995 a month, with no percentage of GMV. We build the shop and hand it to your team; we do not run daily LIVE sessions.
Do I still pay creator commissions if I hire a TSP?
Yes. Affiliate commissions go to creators on every affiliate sale no matter who manages the shop, and you set them per product. A partner fee sits on top of those commissions, TikTok's referral fee and your ad spend.
What is GMV and why does it matter for agency fees?
GMV, gross merchandise value, is total sales through your shop before fees, refunds and costs. A fee based on GMV grows with your sales even when your profit does not, so always ask whether it is charged on gross or net sales and which sales count.
